ANDREW MILLER is managing principal of Bose Public Affairs Group. In addition to his leadership role, Andy is a passionate advocate, providing valuable consultation and services to clients, including strategic planning, relationship development, legislative lobbying and political action committee management. He has experience in representing his clients at both the state and local levels of government with a primary focus on state government relations.

Andy serves on the executive committee of the Indiana Fiscal Policy Institute and on the board of Junior Achievement of Central Indiana. He is a member of the Governmental Affairs Society of Indiana and the Public Affairs Council. He and his family are actively involved with Best Buddies and Gigi’s Playhouse.

In an official capacity Andy is a mayoral appointment to the Indiana Stadium and Convention Building Authority. He has been previously on the boards of the Fort Harrison Reuse Authority and Indianapolis International Airport Authority He also volunteered as a host committee member for the 2002 meeting of the National Black Caucus of State Legislators in Indianapolis.

Prior to moving to Indiana, Andy was appointed by the Governor of Maryland to a one-year commission as a member of the University System of Maryland Board of Regents. During his tenure on the board, he was a member of the Education Policy and Advancement Committees.

Andy earned his undergraduate degree from Frostburg State University located in Frostburg, Maryland. 

PAUL MANNWEILER is a principal with Bose Public Affairs Group. As the former Republican speaker of the Indiana House of Representatives, Paul aggressively addressed a broad range of issues from tax reform to accountability in education, and economic development to tort reform. A veteran public official, he served in the Indiana House of Representatives for 22 years before joining the firm.

In addition to his legislative peers who elected him speaker of the House on three separate occasions, many other groups have recognized Paul’s superior legislative skills. He was the first Indiana state legislator to serve as President of the National Conference of State Legislatures, a prestigious organization that represents all legislators and legislative staff throughout the country.

Paul’s experience is not limited to the legislative side of public policy. In 1997, he joined Indianapolis Power & Light Company as senior vice president of external affairs. He also has practiced law for 32 years and has represented clients in a variety of regulatory matters.

Paul earned his bachelor’s and doctorate of jurisprudence from Indiana University Robert H. McKinney School of Law – Indianapolis. Upon completion of his education, he entered the political world as a campaign aide to then-Indiana Speaker of the House Otis Bowen.

Paul is an officer in the NCSL Foundation, he has served on the board of directors for the State Legislative Leaders Foundation; American Enterprise Life Insurance Co.; Indiana Repertory Theatre; Indiana University Robert H. McKinney School of Law – Indianapolis (board of visitors); and the Indiana Economic Development Council.
