PAUL MANNWEILER
Paul is a principal with Bose Public Affairs Group. As the former Republican speaker of the Indiana House of Representatives, Mannweiler aggressively addressed a broad range of issues from tax reform to accountability in education, and economic development to daylight savings time. A veteran public official, he served in the Indiana House of Representatives for 23 years before joining the firm.
In addition to his legislative peers who elected him speaker of the House on three separate occasions, many other groups have recognized Mannweiler's superior legislative skills. He was the first Indiana state legislator to serve as president of the National Conference of State Legislatures. He is the recipient of numerous awards, including the National Conference of State Legislatures' Leadership Award, the National Federation of Independent Business Guardian of Small Business Award and the Indiana Chamber of Commerce Government Leader of the Year Award, among others. The Indianapolis Star, the Indianapolis Business Journal and several political publications have quoted him extensively as an expert in public policy.
Mannweiler's experience is not limited to the legislative side of public policy, however. In 1997, he joined Indianapolis Power & Light Company as senior vice president of external affairs. He also has practiced law for 22 years and has represented clients in a variety of regulatory matters.
ANDREW MILLER
Andrew Miller is a Second Vice President for Bose Public Affairs Group. In his capacity, Miller provides valuable information and services to his clients including strategic planning, relationship development, legislative lobbying and political action committee management. He has experience in advocating for his clients at both the state and local levels of government with a primary focus on legislative lobbying.
Prior to joining Bose Public Affairs Group in 2000, Miller was extensively involved in political campaign work. He coordinated two counties for Maryland Governor Parris Glendening’s successful 1998 re-election campaign and served as a member of the Maryland Steering Committee for former Vice President Al Gore’s 2000 primary election campaign. Upon relocating to Indiana, he worked for the Indiana House Democratic Caucus as a campaign manager during the 2000 election. He has since remained heavily involved in Democratic Party politics and has managed several campaigns at the state and local level.
Miller earned his undergraduate degree from Frostburg State University and served a one-year commission as a member of the University System of Maryland Board of Regents. During his tenure on the Board, he was a member of the Education Policy and Advancement Committees.
He is a member of the Frostburg State University Alumni Association and the Governmental Affairs Society of Indiana, and serves on the advisory board of the St. Joseph Institute for the Deaf. In January of 2003, Miller was recognized by the Indiana Black Legislative Caucus for his work as town hall meeting coordinator and host committee member for the 2002 meeting of the National Black Caucus of State Legislators in Indianapolis.
