WILLIAM C. SHOULDICE, III Principal of William Shouldice & Associates, has spent over 22 years in the government arena as a corporate and contract lobbyist in Vermont. After 15 years as a government liaison for the insurance industry, Bill formed his own firm in 1988. He serves as a business advocate for a diverse clientele that includes local and national organizations. Bill directs the planning and implementation of custom designed legislative strategies including issues research and monitoring constituency management, decision-maker briefings, and expert testimony.

STEPHEN W. KIMBLL, a top aide to former Vermont Governor Madeleine Kunin has lobbied in the Vermont State House for 20 years. He managed Kunin campaigns for lieutenant governor and governor and was her state planning director in the mid-1980's in charge of policy formulation. In 1987 he and Robert Sherman formed the government relations firm of Kimbell & Sherman.

ROBERT SHERMAN, a journalist in Vermont and Washington, D.C. for 12 years, served as Kunin's special assistant and press secretary from 1985 to 1987. In addition to acting as the governor's liaison to the Agency of Natural Resources and departments of Agriculture, Labor and Industry and Banking and Insurance, Sherman was a key lobbyist during three legislative sessions on a number of the governor's environment and utility priorities.

SHAWN S. BANFIELD of William Shouldice & Associates has been with the firm since its formation. In that time, she has developed and implemented some of the most effective grassroots campaigns ever used in Vermont.
